The Year 4 Tidewater Gardens Impact Report that shows the hard work and dedication to former Tidewater Gardens residents during the St. Paul’s Transformation. The City of Norfolk and partners set out on this project to not only transform the area, but the lives of residents – for the better. Each year, the City invests $3 million to ensure residents who choose to participate through the People First Empowered by USI initiative receive the tools and resources they need to succeed.

Within this report, it is evident that the City continues to uphold that promise and that former Tidewater Gardens residents continue to advance in each of the priority areas (housing, health & wellness, education, economic mobility) through this support with People First.
