Through a nationally advertised procurement, the City of Norfolk and NRHA selected Brinshore Development to lead the St. Paul’s transformation. Brinshore is a national, award-winning CNI developer with a long background of revitalizing public housing and master-planned communities. Brinshore has partnered with Bank of America Community Development Corporation, a proven developer of complex, challenging and affordable-housing projects, and the Franklin Johnston Group, well known for its ability to manage thriving, multi-family developments. To realize our goals for redevelopment, the St. Paul’s area transformation plan has done or is in the process of doing the following:
- Successfully relocating all former Tidewater Gardens families by helping them find either permanent or temporary homes until the community is completed
- Connecting the St. Paul’s area to downtown Norfolk’s mixed-income residential population and economic activit
- Developing plans to protect the neighborhood from storm and tidal flooding
- Helping to make largely segregated Norfolk neighborhoods more diverse by giving former Tidewater Gardens residents a choice about where they live

OPTION 1: Return to the redeveloped community.
You have the option to become part of the renewed St. Paul’s area! People FirstUSI will help qualified residents return to the community now named Kindred. Assistance: Call People FirstUSI at 757-390-4625.
OPTION 2: Choose other affordable or assisted housing communities.
Residents can remain where they are after leaving Tidewater Gardens, or work with People FirstUSI to find something more suitable during this period of community transition. People FirstUSI also provides workshops on housekeeping tips to increase housing stability, and works to strengthen families’ capacity to optimize their housing choice vouchers.
The application portal opens to you for 45 days beginning TODAY, Monday, June 5, for residents interested in the first two new housing options: Reunion (ages 55+) and Origin Circle.

Housing by the numbers
In keeping with the Choice Neighborhoods Initiative implementation, Kindred will provide 714 new housing units in the former Tidewater Gardens area and on additional sites within the CNI target area. Another 70 units will be created off-site. These new apartments will be constructed through the low-income housing tax credit (LIHTC) program and use private debt and Choice Neighborhoods Initiative funding. The plan for the new units:
- On-site units (714):
- 260 units with direct rental assistance as part of the unit
- 238 affordable units that will accept Section 8 vouchers
- 216 market-rate apartments
- Off-site units:
- 70 units, developed privately, with direct rental assistance.
- An additional 288 households will be provided housing-choice vouchers
Redevelopment timeline:
HUD requires the Tidewater Gardens redevelopment to be completed by September 2025; we are on the following schedule:
- Relocation (a phased approach) – 2019-2022
- Demolition (a phased approach) – 2020-2023
- Infrastructure (roads, water, sewer, stormwater) – 2021-2024
- Blue/Greenway – 2023-2025
- Housing construction – 2021-2025
A live, work and play residential community
The new community of Kindred will be one where everyone can thrive. The ground level of each multi-family building will have commercial space suitable for a small business, nonprofit, medical office, health club, or other amenities residents desire.
Three large plazas and several small pavilions are incorporated throughout the Kindred development to provide public spaces for events that bring people together and strengthen a sense of community and shared interests.
Art installations, walking paths, bike lanes, recreation areas with playgrounds, exercise circuits, and basketball and tennis courts, nature trails, and comfortable outdoor furniture will put Kindred on par with some of Norfolk’s most family-friendly neighborhoods.
