Kindred is a space and place for everyone.

Through a partnership of the City of Norfolk and the Norfolk Redevelopment and Housing Authority (NRHA), the 1950s-era Tidewater Gardens public housing community is undergoing a transformation into a mixed-use, mixed-income community of the future. It’s an economically vibrant, environmentally resilient place where people of all incomes, backgrounds, ages and cultures can live, learn, work, play and thrive. Learn more about this new community, now named Kindred, and its plan to transform the area and change lives.

People

People come first in all our redevelopment plans. That’s why the City of Norfolk invests $3.5 million each year into People First, empowered by USI. This comprehensive support strategy helps former residents of Tidewater Gardens find homes in Kindred or their other choice of housing, as well as education, job training, family support and financial independence.

Housing

The 44 acres of the former Tidewater Gardens neighborhood will be completely reimagined as Kindred – a vibrant, resilient mixed-use community of the future. It will celebrate the area’s unique history and culture while moving the whole City forward with resilient economic and environmental solutions. Kindred will provide acres of active greenspace; new places to live, learn and work; and a whole new chapter for historic Church Street.
